Rules on Special Education for the Work of Handling Cranes, etc.

Ministry of Labour Public Notification No.118 of September 30, 1972

Based on the provision of paragraph (3) of Article 21, paragraph (3) of Article 67, paragraph (3) of Article 107, paragraph (3) of Article 183, and paragraph (3) of Article 222 of the Ordinance on Safety of Cranes, etc. (Ministry of Labour Ordinance No.34, 1972), the Rules on Special Education for the Work of Handling Cranes, etc. have been prescribed as follows and shall be applied from October 1, 1972.

Article 1 (Special Education Pertaining to the Work of Operating Cranes)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 21 of the Ordinance on Safety of Cranes, etc. (hereinafter referred to as “the Crane Ordinance”) shall be conducted by the academic education and practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Knowledge of cranes Types and models, main structural components, working device, safety device, brake functions, handling methods 3 hours
    Knowledge of motors and electricity Basic knowledge of electricity, electric motors, machinery and apparatuses that transmits electricity such as switches and controllers, inspection and maintenance of electrical circuits, dangers of electric shock 3 hours
    Knowledge of dynamics necessary for the operation of cranes Force (composition, decomposition, equilibrium and moment,); center of gravity; load; strength of wire ropes, hooks and slinging equipment; relationship with rope reeving and load 2 hours
    Relevant legislation Relevant Articles of the Industrial Safety and Health Act (Act No.57 of 1972, hereinafter referred to as “the Act”), the Enforcement Order of the Industrial Safety and Health Act (Cabinet Order No.318 of 1972, hereinafter referred to as “the Order”), the Ordinance on Industrial Safety and Health (Ministry of Labour Ordinance No.32 of 1972, hereinafter referred to as “the Safety and Health Ordinance”), and the Crane Ordinance 1 hour
  • (3) The practical education in the paragraph (1) shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

Article 2 (Special Education Pertaining to the Work of Operating Mobile Cranes)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 67 of the Crane Ordinance shall be conducted by the academic education and practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Knowledge of mobile cranes Types and models, main structural components, working device, safety device, brake functions, handling methods 3 hours
    Knowledge of motors and electricity Internal combustion engines, steam engines, hydraulic driving device, dangers of electric shock 3 hours
    Knowledge of dynamics necessary for the operation of mobile cranes Force (composition, decomposition, equilibrium and moment); center of gravity; load; strength of wire ropes, hooks and slinging equipmentrelationship withrope reeving and load 2 hours
    Relevant legislation Relevant Articles of the Act, the Order, the Safety and Health Ordinance and the Crane Ordinance 1 hour
  • (3) The provisions of paragraph (3) of the preceding Article shall apply mutatis mutandis to the practical education in the paragraph (1). In this case, the term “crane” in the table of paragraph (3) of the same Article shall be deemed to be replaced with “mobile crane.”
Article 3(Special Education Pertaining to the Work of Operating Derricks)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 107 of the Crane Ordinance shall be conducted by the academic education and practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Knowledge of prime movers and electricity Basic knowledge of electricity, electric motors, machinery and apparatuses that transmits electricity such as switches andcontrollers, inspection and maintenance of electrical circuits, dangers of electric shock 3 hours
    Knowledge of dynamics necessary for the operation of derricks Force (composition, decomposition, equilibrium and moment), center of gravity; load; strength of wire ropes, hooks and slinging equipment;relationship with rope reeving and load 2 hours
    Relevant legislation Relevant Articlesof the Act, the Order, the Safety and Health Ordinance and the Crane Ordinance 1 hour
  • (3) The provisions of paragraph (3) of Article 1 shall apply mutatis mutandis to the practical education in the paragraph (1). In this case, the term “crane” in the table of paragraph (3) of the same Article shall be deemed to be replaced with “derrick.”
Article 4 (Special Education Pertaining to the Work of Operating Lifts for Construction Work)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 183 of the Crane Ordinance shall be conducted by the academic education and practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Knowledge of electricity necessary for the operation of lifts for construction work Basic knowledge of electricity, electric motors, machinery and apparatuses that transmits electricity such as switches, dangers of electric shock 2 hours
    Relevant legislation Relevant Articles of the Act, the Order, the Safety and Health Ordinance and the Crane Ordinance 1 hour
  • (3) The practical education in the paragraph (1) shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

Article 5(Special Education Pertaining to the Work of Slinging)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 222 of the Crane Ordinance shall be conducted by the academic education and practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Knowledge of cranes, mobile cranes and derricks (hereinafter referred to as “cranes, etc.”) Types and models, structure and functions, safety device and brakes 1 hour
    Knowledge ofdynamicsnecessary for slinging of cranes, etc. Force (composition, decomposition, equilibrium and moment), center of gravity of simple shapes and stability of objects, friction, weight, load 1 hour
    Methods of slingingof cranes, etc. Selection and use of slinging equipment, basic work actions (including safe work methods), signaling methods 2 hours
    Relevant legislation Relevant Articles of the Act, the Order, the Safety and Health Ordinance and the Crane Ordinance 1 hour
  • (3) The practical education in the paragraph (1) shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.
