Rules on Special Education for Work on Oxygen Deficient Dangers

Based on the provision of paragraph (2) (now paragraphs 1 and 2), Article 12 of the Ordinance on Prevention of Anoxia (Ministry of Labour Ordinance No.42 of 1972), the Rules on Special Education for the Work of Oxygen Deficient Dangers have been prescribed as follows and shall be applied from October 1, 1972.

Article 1
  • (1) The special education pursuant to the provision of paragraph (1) of Article 12 of the Ordinance on Prevention of Anoxia, etc., shall be conducted by the academic education and be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Causes of oxygen deficiency Causes of oxygen deficiency, locations where oxygen deficiency tends to occur 0.5 hour
    Causes of oxygen deficiency Dangers of oxygen deficiency, main symptoms of anoxia 0.5 hour
    Use of respiratory equipment, etc. Use, methods of maintenance and inspection for respirators, oxygen respirators, air supply masks and ventilators 1 hour
    Evacuation and emergency resuscitation in case of accidents Use, methods of maintenance and inspection for safety belts, etc., and rescue equipment and apparatus; artificial respiration method;use of artificial resuscitation equipment 1 hour
    Other necessary matters relevant to prevention of anoxia Relevant Articles of the Industrial Safety and Health Act (Act No.57 of 1972), the Enforcement Order of the Industrial Safety and Health Act (Cabinet Order No.318 of 1972), the Ordinance on Industrial Safety and Health (Ministry of Labour Ordinance No.32 of 1972), and the Ordinance on Prevention of Anoxia, etc., necessary matters regarding the relevant work in order to prevent anoxia 1 hour
Article 2
  • (1) The special education pursuant to the provision of paragraph (1) of Article 12, which is applied mutatis mutandis in the paragraph (2) of the same Article of the Ordinance on Prevention of Anoxia, etc., shall be conducted bythe academic education, and be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.
