Rules on Special Education for the Work of Handling Nuclear Fuel Materials, etc.

Ministry of Labour Public Notification No.1 of January 20, 2000

Based on the provision of paragraph (2) of Article 52-6 and paragraph (2) of Article 52-7 of the Ordinance on Prevention of Ionizing Radiation Hazards (Ministry of Labour Ordinance No.41 of 1972), Rules on Special Education for thework of Handling Nuclear Fuel Materials, etc. have been prescribed as follows and shall be applied from January 30, 2000.

Article 1(Special Education Pertaining to the Work Handling Nuclear Fuel Materials, etc. in Processing Facilities, etc.)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 52-6 of the Ordinance on Prevention of Ionizing Radiation Hazards (hereinafter referred to as “Ionizing the Radiation Ordinance”) shall be conducted by the academic education and the practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Knowledge of nuclear fuel materials, spent fuel, and material contaminated by them Types and characteristics (including matters relevant to criticality) of nuclear fuel materials and spent fuel, types and characteristics of material contaminated by nuclear fuel materials or spent fuel (including material produced by nuclear fission, the same shall apply hereinafter) 1 hour
    Knowledge of methods of work at processing facilities, reprocessing facilities, or use facilities, etc. The following matters for persons engaged in work handling nuclear fuel materials and materials contaminated by them in the controlled areas of a processing facility:Matters relevant to controlled areas; work methods and procedures for the processing, transport, storage and disposal of nuclear fuel materials and material contaminated by them (including matters relevant to the prevention of accidental criticality); work methods and procedures for maintenance and inspection of facilities contaminated by nuclear fuel materials; methods of monitoring dose equivalent rates due to external radiation and concentrations of radioactive material in air; methods for inspection of surface contamination including ceilings, floors, walls, and equipment, and removal of contamination, emergency measures in case of abnormalities 1.5 hours
    The following matters for persons engaged in work handling nuclear fuel materials, spent fuel, or material contaminated by them in the controlled areas of a reprocessing facility:Matters relevant to controlled areas; work methods and procedures for the reprocessing, transport, storage and disposal of nuclear fuel materials, spent fuel, and material contaminated by them (including matters relevant to the prevention of accidental criticality); work methods and procedures for maintenance and inspection of facilities contaminated by nuclear fuel materials or spent fuel; methods of monitoring dose equivalent rates due to external radiation and concentrations of radioactive material in air; methods for inspection of surface contamination including ceilings, floors, walls, and equipment, and removal of contamination; emergency measures in case of abnormalities 1.5 hours
    The following matters for persons engaged in work handling nuclear fuel materials, spent fuel, or material contaminated by them in the controlled areas of a use facility:Matters relevant to controlled areas; work methods and procedures for the use, transport, storage and disposal of nuclear fuel materials, spent fuel, and material contaminated by them (including matters relevant to the prevention of accidental criticality); work methods and procedures for maintenance and inspection of facilities contaminated by nuclear fuel materials or spent fuel; methods of monitoring dose equivalent rates due to external radiation and concentrations of radioactive material in air; methods for inspection of surface contamination including ceilings, floors, walls, and equipment, and removal of contamination; emergency measures in case of abnormalities 1.5 hours
    Knowledge of construction and handling methods of equipment pertaining to processing facility, reprocessing facility or use facility The following matters for persons engaged in work handling nuclear fuel materials and materials contaminated by them in the controlled areas of a processing facility:Construction and handling methods of processing equipment, disposal equipment for radioactive waste, and other equipment 1.5 hours
    The following matters for persons engaged in work handling nuclear fuel materials, spent fuel, or material contaminated by them in the controlled areas of a reprocessing facility: Construction and handling methods of reprocessing equipment, disposal equipment for radioactive waste, and other equipment 1.5 hours
    The following matters for persons engaged in work handling nuclear fuel materials, spent fuel, or material contaminated by them in the controlled areas of a use facility: Construction and handling methods of radioactivity shielding equipment, airtight equipment, and other equipment 1.5 hours
    Effect of ionizing radiation on living organisms Types and characteristics of ionizing radiation; effect of ionizing radiation on the cells, tissues, organs, and whole body of living organisms 0.5 hour
    Relevant legislation The relevant Articles of the Industrial Safety and Health Act (Act No.57 of 1972, hereinafter referred to as “Act”), the Enforcement Order of the Industrial Safety and Health Act (Cabinet Order No.318 of 1972, “Order”) the Ordinance on Industrial Safety and Health (Ministry of Labour Ordinance No.32 of 1972, “the Safety and Health Ordinance”), and the Ionizing Radiation Ordinance 1 hour
  • (3) The practical education in the paragraph (1) shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    The following matters for persons engaged in work handling nuclear fuel materials, spent fuel and materials contaminated by them in the controlled areas of a reprocessing facility:Procedures for entering and leaving controlled areas; reprocessing, transport, storage and disposal of nuclear fuel materials, spent fuel and material contaminated by them (including matters relevant to the prevention of accidental criticality); maintenance and inspection of facilities contaminated by nuclear fuel materials or spent fuel; monitoring of dose equivalent rates due to external radiation and concentrations of radioactive material in air; inspection of surface contamination including ceilings, floors, walls, and equipment and removal of contamination; handling of reprocessing equipment, disposal equipment for radioactive waste and other equipment; emergency measures in case of abnormalities 2 hours
    The following matters for persons engaged in work handling nuclear fuel materials, spent fuel and materials contaminated by them in the controlled areas of a use facility:Procedures for entering and leaving controlled areas; use, transport, storage and disposal of nuclear fuel materials, spent fuel and material contaminated by them (including matters relevant to the prevention of accidental criticality); maintenance and inspection of facilities contaminated by nuclear fuel materials or spent fuel, monitoring of dose equivalent rates due to external radiation and concentrations of radioactive material in air; inspection of surface contamination including ceilings, floors, walls, and equipment and removal of contamination; handling of radioactivity shield equipment, airtight equipment and other equipment; emergency measures in case of abnormalities 2 hours
Article 2(Special Education Pertaining to the Work Handling Nuclear Fuel Materials, etc., at Nuclear Reactor Facilities)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 52-7 of the Ionizing Radiation Ordinance shall be conducted by the academic education and the practical education.
  • (2) The academic education in the preceding paragraph shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.
