The JICOSH was inaugurated on July 2, 1999. The opening ceremony was attended by 100 guests including Mr. Takao Koyama, the parliamentary vice minister of labour, Mr. Shohei Itoh, the director of the labour standards bureau, the ministry of labour, representatives of the embassies of foreign countries, member bodies of the JISHA.

With the official start of the JICOSH, this website was made public from that day on, and is used as a major tool for the dissemination of information.
