A guard was crushed by a road roller during road paving work

[Circumstances of Incident]

This accident occurred at the work site of road paving work. A guard who was guiding construction machines and general vehicles on the road was crushed by a road roller that moved backwards.

Planned work on the day of the accident was to lay asphalt paving at five remaining sites in the entire construction section, and included asphalt laying by hand work and leveling by the asphalt finisher.

Work on the day began around 8:15 in the morning, and six workers from the construction company proceeded with such work as unloading asphalt from a dump truck, leveling the asphalt by hand, and compressing the asphalt by road roller for a section with a total length of about 30m and of width about 3m near a point where three roads came together.

The victim was guiding the road roller and general vehicles, and was crushed and killed by the road roller as it was moving backwards towards him at around 8:50 in the morning.



[Causes]


The following can be considered as the causes of this accident.

  1. The guard had his back turned toward the road roller that was moving forward and backward, which was not appropriate.

  2. The operator of the road roller failed to confirm safety before moving backwards.

  3. Work management such as a meeting among those concerned before the start of work and supervision of the working situation of the guard was insufficient.
