Regarding measurement of concentrations of formaldehyde in indoor air of workplaces

Workplaces other than
specified workplaces
The measurement of concentrations of formaldehyde in indoor air of
a workplace other than those specified shall conform to the following
guidelines.

(1) |
Measurements should be carried out at more than one point, that which is higher than 50 centimeters but not higher than 150 centimeters above the floor around the center of the workplace, including offices and indoor work sections.

(2) |
Measurements should be carried out during regular work hours.

(3) |
Measuring methods and measuring times shall be one of the following. The
mean concentration of measuring times shall be deemed to be the concentration
level.

- Mixing the solvent with DNPH-coated solvent and analyzing by high performance
liquid chromatography (HPLC), which is shown in "Regarding Guideline
Values of the Concentration of Chemical Substances in Indoor Air and a
Standard Measuring Method for Such Substances" Environmental Health
Bureau Notice (Seieihatsu) No.1093 dated June 30, 2000. Measuring time
should be longer than 10 minutes at each measurement point.
- A method, in which
formaldehyde is absorbed by a diffusion type gas monitor (passive
sampler) and is extracted by solvents before being analyzed
by high performance liquid chromatography. Measuring time
should be longer than 8 hours at each measurement point.
- A method using
detecting tubes, which makes it possible to measure applicable
guideline values of the concentration accurately. Measuring
time should conform to the specifications of detecting tubes
used for each measurement point (from 10 to 30 minutes in
general)
- A method using
a digital measurement instrument, which makes it possible
to measure applicable guideline values of the concentration
accurately. Measuring time should be longer than 10 minutes
at each measurement point.
- Methods having
an equivalent or better performance than the abovementioned
methods. Measuring time should depend on the specifications.
- Specified workplaces
- The measurement of concentrations of formaldehyde in indoor air of
specified workplaces shall conform to the following guidelines.

If work is conducted close to formaldehyde sources, a measurement should be carried out where such work is conducted at the time when the concentration of formaldehyde in the indoor air is thought to peak at each source during the duration of such work.

If work is conducted away from formaldehyde sources, a measurement should be carried out at more than one point, which is higher than 50 centimeters but not higher than 150 centimeters above the floor around the center of the workplace. In this case, measurement should be carried out during regular work hours.
As for the measurement at a specific workplace, if more than one
measurement point exists and the concentration of formaldehyde
at a certain measurement point does not exceed 0.25 ppm, measurement
at measurement points where the concentration of formaldehyde
is obviously thought to be lower than the value obtained at the
foregoing measurement point can be omitted.

The measuring methods and measuring times shall conform to Section 1 (3) above.
