Commendation Systems in Japan
(in the Field of Industrial Safety and Health)

In Japan, individuals, workplaces and employers organizations that have made significant contributions to the development of industrial safety and health are conferred decorations and commended each year under the following systems.

1. Conferment of Decorations and Medals of Honor by the Emperor

(1) Decorations

Individuals who have rendered distinguished service to national or public safety and health are awarded with decorations in spring (April 29) and autumn (November 29). Deceased individuals who have rendered similar distinguished service may be awarded with posthumous decorations as the occasion demands.

(2) Medals of honor

Those who have made considerable efforts and rendered remarkable achievements in the development of industry and public welfare are awarded medals of honor in spring and autumn each year in a similar way as the conferment of decorations.

2. Commendations by the Prime Minister

On the National Safety Day (July 1 of every year), the Prime Minister commends entities and individuals who have rendered remarkable achievements in ensuring safety in all fields of public life, including industrial safety, traffic safety, school safety and fire prevention.


3. Commendations by the Minister for Health, Labor and Welfare

The Minister of Health, Labor and Welfare awards the following commendations to workplaces that have rendered remarkable achievements and those who have rendered distinguished service in industrial safety health during the National Safety Week (July 1 through 7) and the National Industrial Health Week (October 1 through 7) every year.

(1) Commendations During the National Safety Week

a. Excellence Award

Workplaces and companies are commended with this Excellence Award when they have achieved an extremely high standard in safety performance and thus are recognized as exemplary cases (about 20 cases in a year).

b. Progress Award
Workplaces or companies are commended with this Progress Award when they have enthusiastically implemented safety activities and demonstrated significant progress, although they have not achieved the high standards in Item (a) (about 40 cases in a year).

c. Safety and Health Management System Award
Workplaces or companies are commended with this Safety and Health Management System Award when they have properly put into effect a safety and health management system that leads to the enthusiastic implementation of safety activities.

d. Organizational Award
Industrial safety and health organizations and other similar company groups are commended with this Organizational Award when they have actively promoted safety activities and demonstrated remarkable achievements in the enhancement of safety standards in their workplaces (two or three cases in a year).

e. Meritorious Award
This award is provided to those who have made considerable efforts in industrial safety activities for many years and thus have made significant contributions to the improvement and development of the nation's safety standards (three or four cases in a year).

f. Achievement Award
This award is given to those who have taken leadership in safety activities for related workplaces and who have made significant contributions to the improvement and development of safety standards in local communities or these workplaces (about 15 cases in a year).

g. Safety Promotion Award
This award is given to those who have been engaged in safety-related activities and who have made significant contributions to the improvement and development of safety standards in these workplaces or local communities (about 20 cases in a year).

h. Good-Conduct Award
This award is given to those who have saved people's lives during emergencies or who have come up with inventions or designs which brought outstanding effects on the prevention of industrial accidents .

i. Special Award
This award is given to workplaces or companies that have achieved zero accident records for a long period of time, or those who are recognized as qualified for special commendations because of other safety-related achievements.

(2) Commendations During the National Industrial Health Week


a. Excellence Award
Workplaces and companies are commended with this Excellence Award when they have achieved an extremely high standard in industrial health and thus are recognized as exemplary cases (about 10 to 20 cases in a year).

b. Award for Efforts
Workplaces or companies are commended with this award when they have enthusiastically made efforts in industrial health activities and demonstrated significant progress (about 30 cases in a year).

c. Organizational Award
Organizations are commended with this award when they have actively developed industrial health activities, and the industrial health standards in the workplaces of such organizations are generally recognized to be excellent (three or four cases in a year).

d. Meritorious Award
This award is given to those who have made considerable efforts in industrial health activities for many years and thus have made significant contributions to the improvement and development of the nation's industrial health standards (three or four cases in a year)

e. Achievement Award
This award is given to those who have taken leadership in industrial health activities for related workplaces and who have made significant contributions to the improvement and development of industrial health standards in local communities or these workplaces (about 20 cases in a year).

f. Industrial Health Promotion Award
This award is given to those who have been engaged in industrial health-related activities and who have made significant contributions to the improvement and development of industrial health standards in these workplaces or local communities (about 10 cases in a year).

4. Commendations by the Director General of Prefectural Labor Bureaus

On the occasion of the National Safety Week (July 1 to 7) and the National Industrial Health Week (October 1 to 7), the Director General of prefectural labor bureaus make the following commendations to workplaces and individuals that have achieved excellent performance in the field of industrial safety and health. (Commendation qualifications are generally similar to the commendations awarded by the Minister of Health, Labor and Welfare, except those for the Meritorious Award.)

5. Commendations by the JISHA Chairman

(1) Green Cross Award

On the occasion of the National Industrial Safety and Health Convention that is held in autumn of every year, the chairman of the Japan Industrial Safety and Health Association (JISHA) presents the Green Cross Award to individuals who have made efforts to promote Japan's industrial safety and health activities for many years and who have demonstrated prominent achievements.
(The Green Cross Awards are classified into three sectors of industrial safety, industrial health and industrial safety and health (about 100 persons are commended each year.).

(2) JISHA Chairman Award

On the occasion of the National Industrial Safety and Health Convention, the JISHA chairman presents the JISHA Chairman Award to companies and groups of small and medium-sized enterprises that have made efforts to promote and improve industrial safety and health activities as well as carry out educational and public relations activities for local communities and industrial circles, and which have demonstrated prominent achievements (one to three cases in a year).

(3) Prominent Achievement Award

On the occasion of the National Industrial Safety and Health Convention, the JISHA chairman presents the Prominent Achievement Award to individuals who achieved remarkable performance in research, design and other efforts for accident prevention. This Award is funded by philanthropic donations (one case each in industrial safety and industrial health)

(4) Commendations by Sectorial Industrial Safety and Health Associations

Sectorial industrial safety and health associations (including the Japan Construction Safety and Health Association, for example) present their own commendations to workplaces or individuals on the occasion of their safety and health conventions that are held every year.

The government carries out its commendation system in the following order:
