16. Regulations Concerning the Prevention of Industrial Accidents due to Falls from Heights



As the number of industrial accidents due to falling from heights is largest among accidental causes, employers are required to take the following measures to prevent these accidents:


1.Installing safe scaffolding

(1) The employer shall take the following measures when performing operations at a place having a height of 2 meters or more.

(a) Building scaffolding with a working floor.
(b) Installing handrails having a height of 75 cm or more on the outside edge of the scaffolding.
(c) The working floor shall have a width of 40cm or more, and clearance between floor boards shall not be 3 cm or less. Floor board materials shall have adequate strength and shall be fastened to at least two supports to prevent displacement or coming off.
(d) In cases where the working floor is difficult to install because of the nature of operations, safety nets shall be installed and safety belts shall be provided to workers.
(e) Scaffolding shall be assembled or disassembled under the directions of the relevant operations chief.

(2) The employer shall take the following measures to prevent workers from falling from the edge of the working floor or from openings having a height of 2 meters or more (existing facilities.)

(a) Installing enclosures, handrails or covers.
(b) Installing safety nets or providing workers with safety belts when enclosures, etc., are difficult to install or they are to be temporarily removed.

(3) Worker obligations
Workers shall use safety belts when they are required to do so in cases of (1)-(d) and (2)-(b).

(4) Maintaining the necessary illumination
When performing any operations at a place having a height of 2 meters or more, the employer shall maintain the illumination necessary for the safe performance of work.

(5) Work suspension during bad weather
When performing any operations at a place having a height of 2 meters or more, the employer shall not allow workers to engage in any operations if danger is expected from strong winds, heavy rain or heavy snow.

(6) Prohibiting access
The employer shall not allow workers to access any places where the danger of falling is expected.

(7) Facilities for fixing safety belts
The employer shall having workers use safety belts, have such workers provide facilities to fix safety belts safety. And the employer shall inspect safety belts and facilities for their fixing, for existence of abnormalities.


2.Prevention of danger of collapsing roof

When performing any operations on a roof made of slate, etc., the employer shall provide foot boards having a width of at least 30cm, or install a safety net to prevent workers from falling from a collapsing roof.


3.Blocking unused shafts, etc.

The employer shall block any shafts, wells, or inclined shafts having slope of 40 degrees or more that are not in use by installing a blockade at the entrance to prevent workers from falling into said shafts.


4.Providing facilities for ascending and descending

When performing any operations at a place having a height or depth exceeding 1.5m, the employer shall provide facilities that enable workers engaged in such operations to ascend or descend safely.


5.Preventing the danger of falling into boiling vats

The employer shall install strong fencing, etc., having a height of 75cm or more on the outside edge of boiling vats, hoppers, or bits to prevent workers from falling into such containers, etc., and being injured by burns or suffocation.


6.Preventing workers from falling into grinding machines, etc.

The employer shall install lids, covers and railings having a height of 90cm or more on the openings of grinding machines or mixers to prevent workers from falling into such machines.


7.Ensuring the safety of temporary passages

The employer shall take the following measures for temporary passages:

(1) Keeping the slope of the passage to 30 degrees or less.
(2) Installing handrails having a height of 75cm or more at places with danger of falling.
(3) Installing landings at intervals of 10m or less for temporary passages in a shaft having a length of 15m or more.
(4) Installing landings at intervals of 7m or less for an ascending pier for construction work.


8.Use of safety helmets

(1) The employer shall require workers to use safety helmets to prevent dangers from falling.
(2) Workers shall use the safety helmets as instructed by the employer.


9.Providing subcontractors with safe facilities

The employer shall provide subcontractors with facilities meeting the required safety standards when such facilities are provided to them under the provisions of 1-(1),(2) and 4. (See also Item 15.)
