20. Regulations Concerning the Prevention of Industrial Accidents Resulting from Cargo Handling/Hauling Machines


Cargo hauling work has undergone a remarkable degree of mechanization in recent years, with the introduction of a wide range of new cargo handling/hauling machines. As this change has also been accompanied by the occurrence of industrial accidents, employers are required to take the following measures.

1.Cargo handling/hauling machines subject to regulations

Forklifts, shovel-loaders and fork-loaders (hereinafter referred to as "shovel-loaders, etc."), straddle carriers, off-road cargo hauling vehicles, in-yard hauling vehicles and trucks


2.Securing safety at the time of operation

(1) Establishing an operation plan
Establishing an operation plan (including a driving route and operation methods) that is appropriate to the space and lay of the operating sites, capacity of the cargo handling/hauling machines, etc., and making certain that the workers involved are fully aware of the plan

(2) Designating an operation leader
Designating an operation leader, and assigning such operation leader the responsibility to issue instructions concerning the operation on the basis of the operation plan. (No specific provisions are prescribed with respect to the qualifications of operation leaders.)

(3) Setting forth speed limits
When operating such vehicles at a speed of more than 10 km/hour or more, setting forth specific speed limits depending on the lay and conditions of the land, and making certain that drivers strictly observe such speed limits.

(4) Preventing the overturn of cargo handling/hauling machines
(a) Taking the following measures with respect to the driving route.
* Securing the necessary width of passageways.
* Preventing any uneven settling of the land.
* Preventing any collapse and/or destruction of road shoulders.
(b) Assigning a flagman to carry out such operations as preventing the overturn and/or fall of any cargo handling/hauling machines, and preventing any machine contact with nearby workers. In addition, the flagman is to provide operating guidance by setting forth certain hand signals.
(c) Preventing any unbalanced loading, etc.
* Loading cargo in a manner to prevent any unbalanced loading.
* With respect to off-road cargo hauling vehicles, in-yard hauling vehicles and trucks, taking such necessary measures as roping down the cargo or covering the cargo with sheets to prevent any risks arising from the fall or collapse of the cargo load.
(5) Measures at the time of repairs and inspections
* At the time of repairs to and inspections of any cargo handling/hauling machines, using safety suports, safety blocks, etc., to prevent forks, shovels, arms, etc., from accidental descending.
* Designating operation leaders, and assigning such operation leader the responsibility to superintend and supervise the conduct of such operations.
(6) Measures, etc., before leaving the operator's seat
* Placing such cargo handling devices as the fork, shovel, etc., at the lowest point of descent.
* Stopping the engine and firmly applying the safety brake.
* Prohibiting workers from boarding and riding on such vehicles in any other place than the driver's seat.
(7) Measures at the time of transfer of cargo handling/hauling machines
When loading or unloading cargo handling/hauling machines to and from trucks for transfer, carrying out such work in accordance with the following methods.
* Loading or unloading at a level and solid site.
* When carrying out such work on a slope, securing a safe incline that includes sufficient in length, width and strength.
* Securing a safe incline that includes sufficient in length, width and strength when conducting such operations at any site where a sand backfill or a temporary stand is used.

3.Meeting structural standards

* With respect to the following machines, manufacturing, selling and using those meet the required structural standards.
Forklifts, shovel-loaders, etc., straddle carriers and off-road cargo hauling vehicles

4.Regular self-inspections and inspections before operation

5. Other safety measures by cargo handling/hauling machine

(1) Forklift
* Equipping the machine with headlamps and rear lamps
* Equipping the machine with a sturdy head guard
* Equipping the machine with backrests
* Using sturdy pallets and skids
* Prohibiting any use that exceeds the machine's rated capacity

(2) Shovel-loader, etc.
* Equipping the machine with headlamps and rear lamps
* Equipping the machine with sturdy head guards
* Prohibiting any use that exceeds the machines rated capacity

(3) Straddle carrier
* Equipping the machine with headlamps and rear lamps
* Prohibiting any use that exceeds the machine's rated capacity

(4) Off-road cargo hauling vehicles
* Equipping the machine with headlamps and rear lamps
* Prohibiting any use that exceeds the machine's rated capacity
* Installing ascending and descending devices to the carrier when loading and unloading cargo
* Prohibiting the use of any fiber ropes that do not meet the appropriate standards
* Prohibiting the pulling out of middle cargo first
* Prohibiting the carrying of personnel on cargo bed
* Requiring operators to wear safety helmets when loading and unloading cargo

(5) In-yard hauling vehicles
* Prohibiting any use that exceeds the machine's rated capacity

(6) Trucks
* Prohibiting any use that exceeds the vehicle's rated capacity
* Installing ascending and descending devices to carrier when loading and unloading cargo
* Prohibiting the use of any fiber ropes that do not meet the appropriate standards
* Prohibiting the pulling out of middle cargo first
* Prohibiting the carrying of any personnel on cargo bed
* Requiring operators to wear safety helmets when loading and unloading cargo
