Industrial accidents resulting from electricity
such as electric shocks, etc., have
been
substantially reduced in Japan. However,
as such accidents can often be fatal
when
they occur, employers are required
to take
the following measures.
|
1.Enclosing electric machines and equipment
|
|
|
Providing enclosures or insulating covers
to the live parts of electric-powered
machines
and equipment. (Excluding such places
as
control rooms, transformer rooms, utility
poles, etc., which are approached only
by
trained electric machine operators)
|
2.Safety for portable lamps, wiring, etc.
|
|

Portable lamps, etc. |
|
|
Providing strong safety guards for portable
lamps connected with movable electric wire,
hanging lamps connected with provisionally
installed wiring (construction sites, etc.)
|
|

Wiring and movable electric wire |

With respect to wiring or movable electric wire, etc., where there is the possibility of
contact by workers during work operations
or passing such installations, providing
sturdy insulating covers. |

With respect to movable electric wire and connecting devices that are used
in places that may be exposed to water or
other liquids with a high electric conductivity,
providing covers or armored sheathing with
a high insulation ratings. |
|

Wiring and pmovable electric wire shall not be used on the surface of
the passage.
|
3.Safety for arc welding operations
|
(1) |
Electrode holders |

Using electrode holders that provide adequate
insulation ratings and heat resistance
in
arc welding operations
|
(2) |
Automatic voltage reducing devices |
|
|
When performing arc welding operations in
the following places, using automatic
voltage
reducing devices. |
|

Inside the double-bottom or peak tank of
a vessel |
|
* |
The drum or dome of a boiler |
|

Steel structures, etc., with a height of
2 m or more
|
4.Prevention of electric shocks due to electrical
leakage
|
For movable- or portable-type motor driven
machines and equipment used under the
following
conditions, connecting circuit leakage
breaking
equipment to prevent electric shocks.
|

* |
Those with a ground voltage exceeding 150
volts |
|
* |
Those used in places exposed to liquids having
high electric conductivity |
|
* |
Those used in places where the electric conductivity
is high, such as iron structures, steel
frames,
surface plates, etc.
|
|
|
However, the following are excluded.
|
|
* |
Cases in which the outer frames made of metal,
sheathing, etc., are properly grounded |
|
* |
Cases involving connections to an electrical
circuit that consists of a non-grounding
system |
|
* |
Cases using an insulating platform |
|
* |
Cases involving a double-insulation structure
|
5. Safety of operations after stoppages
of the electricity supply
|
The following measures shall be taken when
performing electrical work such as
the installation,
inspection, repair and paining of an
electrical
circuit or its supporting structure
while
such circuit is open, performing the
installation,
etc., of an electrical circuit support
structure
that is close to such an electrical
circuit,
and/or performing operations such as
the
construction, dismantlement, etc.,
of a structure
close to such an electrical circuit.

(1) |
Locking the switches used for circuit opening
during the operation, prohibiting the charging
of the circuit by indicating the necessary
details, and/or stationing a watchman. |
(2) |
When the opened circuit includes a power
cable, power capacitor, etc., that
may present
the danger of a residual electric charge,
discharging such residual charge by
a safe
method. |
(3) |
When the opened circuit is a high-voltage
circuit (600V AC or more or 750V DC
or more
) or a specially high-voltage circuit
(7,000V
AC/DC or more), confirming that the
electrical
supply has been stopped by using voltage
detecting equipment, and short cutting
and
completely grounding such circuit with
a
short cut and grounding tool. |

For disconnecting switches and line switches
in high-voltage and specially high-voltage
circuits, confirming that such electrical
circuit carries no load by using a
pilot
lamp indicating that such electrical
circuit
is carrying no load.
|
6.Hot-line operations and operations close
to hot lines
|
When performing hot line operations or operations
close to the hot lines of charged lines,
taking the following measures.
