Establishing Safety Standards for Three Substances Such As Toluene, Etc., for "Sick Building" Measures

On April 27, the "Sick Building" Study Group of the Ministry of Health and Welfare completed its compilation of draft guidelines concerning safety standards for three chemical substances such as toluene, etc. (that are used in such products as building materials paint, glue and insecticide), and which are regarded as leading to air pollution in buildings and negatively affecting the health of the occupants. The ministry will formally announce its guidelines in the latter part of June after concluding public hearings on the draft proposals, and will issue notifications to the construction industry, etc.

According to the draft guidelines, the standard values for the indoor density of such substances are set at 0.07 ppm for toluene, 0.2 ppm for xylene, and 0.04 ppm for paradichlorobenzene. Based on results of research that studied the impact on workers at plants assembling electronics equipment in which glue is used, as well as the results of animal tests, these figures were calculated in accordance with the densities that would have no effect on human beings. The recommended standards were established by converting the data to the volume that would be inhaled by those persons occupying a building for the entire day.
