Rules on Special Education for the Work of Handling Small-sized Boilers

Ministry of Labour Public Notification No.115 of September 30, 1972

Based on the provision of paragraph (3) of Article 92 of the Ordinance on Safety of Boilers and Pressure Vessels (Ministry of Labour Ordinance No.33 of 1972),the Rules on Special Education for the Work of Handling Small-sized Boilers have been prescribed as follows and shall be applied from October 1, 1972.

Article 1 (Implementation of Special Education)
  • (1) The special education pursuant to the provision of paragraph (1) of Article 92 of the Ordinance on Safety of Boilers and Pressure Vessels shall be conducted by the academic education and practical education.
Article 2(Academic Education)
  • (1) The academic education in the preceding Article shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.
    Subject Scope Hour
    Knowledge of construction of boiler Thermal and steam, types of small-sized boilers, construction of main components 2 hours
    Knowledge of fittings of boiler Safety device, pressure gauges, water gauges, water feedingdevice, blowoff device, automatic control device 2 hours
    Knowledge of fuel and combustion Types of fuel, methods of combustion and combustion device, ventilators 2 hours
    Relevant legislation Relevant Articles of the Industrial Safety and Health Act (Act No.57 of 1972), the Enforcement Order of the Industrial Safety and Health Act (Cabinet Order No.318 of 1972),the Ordinance on Industrial Safety and Health (Ministry of Labour Ordinance No.32 of 1972), and the Ordinance on Safety of Boilers and Pressure Vessels 1 hour
Article 3 (Practical Education)
  • (1) The practical education in the Article 1 shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subject listed in the left column in the same table.

    Operation and maintenance of small-sized boilers Ignition and adjustment of combustion, precautions during operation, blowoff, suspending operation and measures following such suspension 3 hours
    Inspection of small-sized boilers Inspection before commencing operation, abnormalities during operation and countermeasures, cleaning methods 1 hour
