Rules on Special Education for the Work under High Pressure

Ministry of Labour Public Notification No.129 of September 30, 1972

Based on the provision of paragraph (3) of Article 11 of the Ordinance on Prevention of Hazards under High Pressure (now the Ordinance on Safety and Health of Work under High Pressure) (Ministry of Labour Ordinance No.40 of 1972), the Rules on Special Education for the Work under High Pressure have been prescribed as follow and shall be applied from October 1, 1972.

Article 1
  • (1) The special education pertaining to the work listed in the provision of item (i) of paragraph (1) of Article 11 of the Ordinance on Safety and Health of Work under High Pressure (hereinafter referred to as “the High Pressure Ordinance”) shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subjects for education listed in the left column in the same table.

    Matters relevant to knowledge of compressed air method Outline of compressed air method, dangers of the work by compressed air method, measures in case of accidents 2 hours
    Matters relevant to construction and handling of air supply equipment Types, construction, handling methods and methods of inspection and repair of air supply equipment; construction and handling methods of automatic alarm device 4 hours
    Matters relevant toknowledge of high-pressure disorders Pathology, symptoms and prevention methods of high-pressure disorders 2 hours
    Relevant legislation Relevant Articles of the Labour Standards Act (Act No.49 of 1947) Industrial Safety and Health Act (Act No.57, 1972, hereinafter referred to as “the Act”), the Enforcement Order of the Industrial Safety and Health Act (Cabinet Order No.318 of 1972, hereinafter referred to as “the Order”), the Ordinance on Industrial Safety and Health (Ministry of Labour Ordinance No.32 of 1972, hereinafter referred to as “the Safety and Health Ordinance”), and the High Pressure Ordinance 2 hours
    Practical skills relevant to operation of air compressors Starting and stopping air compressors and operation of valves and cocks that provide air supply 2 hours
Article 2
  • (1) The special education pertaining to the work listed in the provision of item (ii) of paragraph (1) of Article 11 of the High Pressure Ordinance shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subjects for education listed in the left column in the same table.

    Relevant legislation Relevant Articles of the Labour Standards Act, the Act, the Order, the Safety and Health Ordinance and the High Pressure Ordinance 2 hours
    Practical skills in regulation of air supply Operation of valves and cocks that regulate air supply 2 hours
Article 3
  • (1) The special education pertaining to the work listed in the provision of item (iii) of paragraph (1) of Article 11 of the High Pressure Ordinance shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subjects for education listed in the left column in the same table.

    Practical skills relevant to pressurization, decompression, and ventilation Operation of valves and cocks that regulate air supply and exhaust in order to carry out pressurization, decompression, and ventilation 3 hours
Article 4
  • (1) The special education pertaining to the work listed in the provision of item (iv) of paragraph (1), Article 11 of the High Pressure Ordinance shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subjects for education listed in the left column in the same table.

    Matters relevant to air supply Methods of air supply; emergency decompression; types, and methods of handling and repair of equipment relevant to diving work 3 hours
    Matters relevant to knowledge of high pressure disorders Pathology, symptoms and prevention methods of high-pressure disorders 2 hours
    Relevant legislation Relevant Articles of the Labour Standards Act, the Act, the Order, the Safety and Health Ordinance and the High Pressure Ordinance 2 hours
    Practical skills in regulation of air supply Operation of valves and cocks that regulate air supply 2 hours
Article 5
  • (1) The special education pertaining to the work listed in the provision of item (v) of paragraph (1) of Article 11 of the High Pressure Ordinance shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subjects for education listed in the left column in the same table.

    Matters relevant to emergency recompression Basic knowledge of recompression chamber, standard recompression treatment 3 hours

    Relevant legislation Relevant Articles of the Labour Standards Act, the Act, the Order, the Safety and Health Ordinance and the High Pressure Ordinance 2 hours
    Practical skills relevant to operation of recompression chambers and emergency resuscitation Operation of valves and cocks that operate recompression chamber, artificial respiration, artificial resuscitation 3 hours
Article 6
  • (1) The special education pertaining to the work listed in the provision of item (vi) of paragraph (1) of Article 11 of the High Pressure Ordinance shall be conducted as regard to each scope listed in the middle column of the following table for not less than the number of hours listed in the right column of the same table corresponding to the subjects for education listed in the left column in the same table.

    Matters relevant to prevention of sudden drop in the pressure and fires, etc. Prevention methods of abnormal water overflow, etc., due to sudden drops in the pressure, prevention methods of fire, etc., measures in case of accidents, use of personal protective equipment 3 hours
    Matters relevant to knowledge of high-pressure disorders Pathology, symptoms and prevention methods of high-pressure disorders 1 hour
