Guidelines for the Comprehensive Safety Standards of Machinery (2007)

Up Date : 2008.03.26

Attached Table 4 Methods of complementary protective measures

  1. Add an emergency stop function.Emergency stop device shall be as follows:
    • (1) A required quantity of them shall be installed at locations where they will be clearly visible and immediately operable.
    • (2) When operated, they shall be executed before any other function in all the operation modes of the machinery, and shall be able to stop the machinery without creating additional risks and as quickly as possible. Moreover, as necessary, they shall start or be able to start the protective devices, etc.
    • (3) They shall maintain the stop command until it is reset.
    • (4) They shall be able to be reset only when a specified reset operation is performed.
    • (5) The reset of the device shall not restart the machinery, but only permit restarting.
  2. They shall allow a measure to be taken to enable the escape or rescue of a worker trapped by being caught, wound, etc. in the machinery.
  3. They shall allow a measure to be taken to achieve the isolation from power supply of the machinery and to dissipate the energy stored or remaining in the machinery.Isolation from power supply shall be as set forth below.
    • (1) It shall be able to isolate the machinery from all power supplies.
    • (2) The isolating device from the power supply shall be clearly identifiable.
    • (3) For those which cannot be visually recognized by a worker from the position of the isolating device from power supply or in other cases where such is necessary, the isolating device shall be lockable in the isolating position from power supply.
    • (4) For those with energy stored or remaining in the machinery even after the power supply is isolated, provision shall be made to enable that energy to be removed without causing harm to workers.
  4. To prevent harm in machinery transport, etc., shall be provided measures for transport such as installing lifting hooks and other attachment devices.
  5. To prevent falling, slippage, stumbling, etc., do as follows:
    • (1) At the time of working at a height or in other cases when there is a possibility of falling, etc., install a working floor and provide the edges of that working floor with handrails.
    • (2) If there is a possibility of falling, etc. during moving, install safe walkways and stairways.
    • (3) If there is a possibility of slippage, stumbling, etc. on a working floor, make the floor surface slip-resistant, etc.
