When welding the bracket on a fuel tank, hot air gushed out, burning a worker's face and chest.

After removing the gas from the fuel tank and placing the cap on the filler opening to prevent sparks from flying into it, a worker started welding a bracket. The heat from the welder caused the fuel in the tank to convert to gaseous form. The hot air suddenly forced the cap off and gushed out, burning the worker's face and chest.

Corrective Action
1. Never weld directly onto a fuel tank. Attach parts at a separate location.
2. If you must weld directly onto the fuel tank, do so only after removing the fuel, rinsing out the tank with water, and then filling it with water.
