Results of Industrial Accident Trend Survey for 2001

- Frequency and severity ratios for industrial accident have slightly decreased -


The Ministry of Health, Labour and Welfare has compiled the results of an industrial accident trend survey for 2001 in order to clarify the incidence of industrial accidents in major industries. The survey is conducted in a workplace regularly employing 100 or more workers once every 6 months, and the workplace for 10 to 99 workers once a year. The survey targeted about 14,000 workplaces.


1. Frequency rate

(1) The 2001 industrial accident frequency rate for the industries surveyed (excluding the general contracting sector) was 1.79, a 0.03 point decline under the figure for the previous year. The ratio of zero-accident workplace was 61.8%, it has been undergoing a change of 60% level since 1998.

(2) By industry, transportation and communications recorded the highest frequency ratio at 4.71, followed by the service industry at 4.11 and mining at 3.40.

(3) In comparison with the figures of the previous year, three industries registered increases: mining showed a 0.64 point rise, service industry recorded a 0.37 point increase, and electricity/gas/heat supply/water recorded a 0.24 point rise. On the other hand, wholesaling/retailing (excluding restaurant business) showed a 0.24 point decrease, and manufacturing showed a 0.05 point decrease.

2. Severity rate

(1) The severity ratio for industries surveyed (excluding general construction) was 0.13, a 0.05 point decline under the figure for the previous year.

(2) By industry, mining recorded the highest severity ratio at 0.57, followed by transportation/communications and service industry at 0.25.

(3) In comparison with the figures of the previous year, electricity/gas/heat supply/water and service industry showed a 0.03 point increase. On the other hand, mining recorded a 1.20 point decrease, construction (speciality and facility construction) and transportation/communications showed a 0.22 point drop.


3. Lost work days

(1) Average lost work days per person (excluding general construction) were 71.4 days, a decline of 27.7 days under the previous year.

(2) By industry, mining recorded the highest figure at 166.5 days, followed by construction (speciality and facility construction) at 134.8 days, and manufacturing at 103.9 days.

(3) In comparison with the figures of the previous year, two industries registered increases: electricity/gas/heat supply/water at 41.4 days and service industry at 1.1 days. On the other hand, mining recorded 472.3 days decrease, construction (speciality and facility construction) showed 297.2 days decrease and transportation/communications showed 46.7 days decrease.
